Simeon was born in Dukinfield (bordering the Pennines) in 1956. He relocated to Cornwall in 1996. At the age of 14 he met L.S Lowry who encouraged him to paint. Lowry became a Family friend and remains a constant source of inspiration to him.

Simeon’s paintings involve humour and fun. He is an observer of life and his work is full of incidents and accidents, bustling scenes of human interaction, a happy dialogue of work and play.

His subjects include docks and their workers, holiday seaside scenes and streets crammed with children playing. He captures scenes with a child like quality.

Simeon has had exhibitions throughout the country and has had paintings in the Royal Academy Summer Show. His work is in numerous private collections including Her Majesty the Queen.
